W. Earl Carnes

W. Earl Carnes, BS, MA. Is the Human Performance Center lead for the U.S. Department of Energy and is responsible for leading the implementation of Human Performance principles, concepts and tools for DOE and DOE contractor operations. In this capacity he collaborates with U.S. and international government agencies as well as industry and academia on human performance issues and initiatives. Previous DOE responsibilities included the nuclear safety policy and emergency management. He has served as co-chair of the Federal Knowledge Management Working Group, Chair of the International Atomic Energy Agency (IAEA) working group pm the “Ageing Nuclear Workforce and Transfer of Knowledge to the next Generation,” and currently supports IAEA in reviewing international nuclear knowledge management efforts and developing IAEA guidance documents on knowledge management and human performance.
